Tephritid Fly

Tephritis bardanae (Diptera: Tephritidae), my first of the year.  It was on a budock plant (Arctium sp) that was growing on the dam between the middle and lower lakes.  The burdock leaves are already quite large but the flower heads have not started to come out yet.
